Budget discussed? Big deal

Headline found in a newspaper: Council discusses budget

This newspaper's headlines often bother me. Why this one? Budgets are pretty much discussed at EVERY city-council meeting; which means that this headline says nothing.

They should have something specific to mention in this really large headline at the top of the front page.
