An investigation would flounder

FOUND ONLINE: Many feared that the FBI’s investigation would flounder when Trump fired Comey.

It wouldn't be flounder; it would founder. Fish flounder (flop around); boats (and investigations) founder.

ALSO FOUND ONLINE: And she crossed the Atlantic to bolster flagging investor support in London for the foundering English colony in Virginia.
