Winter Olympic Games seems right to me. After all, they are the Olympic Games, so those two words should stay together.

I would agree that generally Winter Olympic Games would be the preferred form, but within a context of writing specifically about winter games a different order could be appropriate. So, just as Olympic team games, Olympic track athletics etc, you could opt for Olympic winter games - but the capitalisation would be different.
