Many wouldn't consider

FOUND ONLINE: With a population well over 100,000, many wouldn't consider Orange a small town in the conventional sense—but it certainly has that small town feel.

I've written about this sort of thing many times before. Here, it looks like many goes with population. Let's try again, putting the California town of Orange up front.


I'd also change the dash to a comma and hyphenate small-town.

With a population well over 100,000, Orange might not be considered a small town in the conventional sense, but it certainly has that small-town feel.
