I can't give advice for this headline because I DON'T KNOW WHAT IT MEANS. As far as I can tell, it's not even a sentence. This looks like English was a second or third language for the writer.

But Breakouts and Death knells makes sense to me.

On the other hand, I may just be confused. Any help would be greatly appreciated.

I would say that Russia targeted all 50 states in 2016. It's a more direct way to say it.

It's an eighteen-foot circle. In this case, it would be an 18-foot circle.
