Illusive or elusive?

Here's a portion of a sentence found online: "...to chase down an illusive counterfeiter..."

I wonder if they meant illusive or elusive. I guess a magician could be illusive (it involves an illusion), while a counterfeiter might be elusive. Of course, Houdini was both.


P.S.: As a colleague mentioned in comments, maybe the counterfeiter was allusive as well.
