Whomever could energize

FOUND ONLINE: The party was once held together by the Cold War. But as that faded away it has been held together only by renting itself out to whomever could energize its base and keep it in power...

This is obviously about the Republican Party. I expect disagreement, but whoever works here. Why? Whoever could energize its base is a phrase with whoever as the nominal; whomever could energize its base makes no sense.

ALSO FOUND ONLINE: And as these spacecraft move further away from Earth, it gets trickier to use traditional methods of measurement.

Farther involves distance, so it would be farther away from Earth.
